Confusion reins in India over whether Apple will be allowed to open retail stores in the country. India generally bans such a presence by foreign companies unless they set up a manufacturing business.

There has been conjecture that Apple might get the go-ahead, as the Minister of Commerce and Industry said she might waive the rules in Apple’s case.

In April, a government panel recommended waiving the local-sourcing rule for Apple, but the Foreign Investment Promotion Board disagreed, as did Finance Minister Arun Jaitley. It is unclear who has the final say.

Apple CEO Tim Cook visited India in May to meet Prime Minister Narendra Modi to discuss his company’s manufacturing and retailing plans. During the visit, Apple announced plans to open two new offices in India to foster development of mobile apps and mapping services.
