EU antitrust regulators are considering another record fine against Google over its Android mobile OS.

The regulators have set up a panel of experts to give a second opinion on the case.

The EU commission in April last year charged Google with using Android to shut out rivals and fined the company 2.4 billion euros (A$3.58 billion). The latest fine is could go as high as 3 billion euros.
